Description of Project:

Set-up, organisation and running of 6 Technical Assistance Offices (TOs) located in: St. Petersburg, Novosibirsk, Yekaterinburg, Petrozavodsk, Kaliningrad and 1 in Nijhny Novgorod (extension period). The TOs mission is to facilitate the access of Russian regional and local civil society institutions (NGOs, Foundations, etc) to Tacis Programme and projects, and their participation in these programmes.


Main project activities include:

  • Support to potential beneficiaries among regional and local civil society organisations in gaining access to Tacis programmes and projects, particularly to Small Project Programmes and twinning programs;
  • Assistance to regional and local project partners to prepare and implement Tacis projects;
  • Support to the National Co-ordinating Unit (NCU) for the preparation of annual sectoral and strategy papers, in particular by informing the NCU on regional and local activities of other donors;
  • Support to the NCU in identifying and recording potential regional and local beneficiaries and projects.
