Description of Project:
|
The project's objective is the establishment of the Local Support Offices (LSOs) in the Russian Federation as support structures of the National Co-ordination Unit (NCU) to promote Tacis activities at the regional level in particular to assist local and regional authorities as well as local NGOs in identifying local development needs eligible for Tacis financing. The project offers Technical Assistance through the operation of the 6 existing LSOs and the set up of another 3 new (in total 9 LSOs established in: St. Petersburg, Novosibirsk, Yekaterinburg, Petrozavodsk, Kaliningrad, Nijhny Novgorod, Oreol & Arkhangelsk).
Main project activities:
1. Support to the National Coordinating Unit (NCU) through
- Selection, monitoring and evaluation of proposals for Tacis projects in the regions of RF;
- Collection of information and co-ordination with other donor activities;
- Organisation of Tacis promotional events in the regions;
- Provision of information on local developments, relevant to Tacis activities
2. Support to the Regional and Local Authorities and the local civil society institutions through
- Capacity building of the local stakeholders on developing project proposals, and successfully implement Tacis projects through training seminars on Project Cycle Management, organisation of information days and project clinics delivered by each LSO on a monthly basis;
- Organisation of seminars , conferences and information days on Tacis projects and EU initiatives;
- Provision of assistance to the Local and Regional administrations and NGOs of St. Petersburg, Petrozavodsk, Kaliningrad and Arkhangelsk for the implementation of the Neighbourhood Programme which was one of the main tasks set for the LSOs of these regions.
- A series of information bulletins and publications about the Neighbourhood Programme have been drafted and distributed, special seminars, conferences and information days have been held, study tours of the regional staff has been organised to Poland , Lithuania and Finland in order to discuss the EU Neighbourhood Programme implementation with the corresponding authorities of these countries.
