Description of Project:

The overall objective of the project is to contribute to the development of the rule of law in the Russian Federation by means of improving the fairness and efficiency of the courts of law.

The specific objectives of the project are:

Component I. - Judges:

a Improving the professional abilities of judges of general jurisdiction (excluding Justices of the Peace) in mastering and applying the Russian legal order, with special emphasis on legal topics affected by recent legal reforms, in the selected pilot regions;

b Strengthening the legal training capacity within courts, via 1) the training of a core group of trainers in the pilot regions; 2) the production of training material suitable for continuous use at the central and regional level; 3) the development of new "virtualised courses" to be added to the Distance Learning software set up during the first phase of the project;

Component II. - Court administration:

a Strengthening the professional abilities of court administrators of the courts of general jurisdiction in the selected pilot regions;

b Enhancing the efficiency of court management via the development and installation of specialised management software in the selected pilot regions;

Component III. - Preparing sustainability:

a Setting up an efficient co-ordination mechanism with other active donors and other relevant EU funded projects;

b Disseminating the experience of pilot courts to other regions, and to pilot courts targeted by other Donors
