Description of Project:
|
The specific project objective is to support the Ministry of Economy of the Republic of Serbia on: Quality Infrastructure, Competitiveness Development Factors - Preparatory Activities for for Improving the Strategic and
Legislative Framework through:
- preparing three studies/Analyses necessary for strategic decision-making, improving operations of quality infrastructure institutions and/or strengthening the legal framework, as such:
1) Analysis of metrology systems, financial operations and personnel capacities of national metrology institutes (NMIs) of countries that are similar to the Republic of Serbia in terms of the economy industry and export parameters, including the business assessment of the Directorate of Measures and Precious Metals (DMPM)
2)Analysis/Study on potential additional activities/services of the Institute for Standardization of Serbia (ISS)
3) Assessment/Study of the impact of the new legislative framework on all stakeholders (bodies responsible for adopting technical regulations, Accreditation Body of Serbia (ATS), conformity assessment bodies, users of services of accredited conformity assessment bodies) and analysis of readiness of designated/accredited conformity assessment bodies to conduct conformity assessment procedures in accordance with technical regulations.
- formulating/preparing all other preparatory documents necessary for the implementation and adoption of the new Quality Infrastructure Development Strategy of the Republic of Serbia 2024 - 2030.
The successful implementation of the project specific objectives will have direct impact on:
- standardization: adopting and implementing recommendations in order to strengthen/increase the certification services in accordance with the relevant standards;
- metrology: determining the appropriate activities of the MoE, increasing the ability of DMDM to provide services to the industry and increase the level of the competitiveness of the Serbian industry;
- accreditation and conformity assessment: strengthening competitiveness, improving the legislative framework in the field of accreditation, encouraging economic entities operating without accreditation certificates to apply to the national accreditation body of the Republic of Serbia to obtain appropriate certificates, improving the work of designated/accredited conformity assessment bodies.
- strategic reforms and stable business environment: preparing necessary parameters and documentation for the adoption of the new Quality Infrastructure Development Strategy.
