Description of Project:

The overall objective of the Project according to the ToR is To build a foundation for the sustainable economic, social and cultural development of schools and communities in Saint Lucia through the introduction and integration of information and communication technologies. The main purposes of the project can be summarised as follows:

  • Purpose 1: To develop the administrative and technical capacity of the Ministry of Education through the appropriate use of ICT
  • Purpose 2: To improve the learning and teaching processes in schools through training and the appropriate use of ICT
  • Purpose 3: To assist the government of St. Lucia in planning for the development of ICT as an economic sector for development

The Project provides specialist technical assistance to support the integration of information and communication technologies into national development efforts, particularly through the effective introduction and mainstreaming of ICT in education. The Project addresses virtually all levels of the system from the role of ICT in national development efforts, to specific ICT policy for education, its application and coordination by the competent Ministries and public bodies, and finally its roll out and implementation on the ground by education practitioners.

 

Within this ambitious scope of work, the Project seeks to build up the institutional, human, technical and physical capacities of all major stakeholders thereby laying down the foundations for the effective and continuous integration of ICT in education and schools. To this end, we will intervene at Policy, Management and Implementation levels dividing the work into 6 Components as follows:

 

Component 1 - Finalise ICT Policy and Guides
Component 2 - Upgrade the MoE Human Resources Capacity
Component 3 - Develop ICT Maintenance Strategy and Implementation Plan
Component 4 - Upgrade MoE's IT Services
Component 5 - Deliver Certified ICT Training
Component 6 - Development of Action Plan for ICT as an Economic Sector for Development

 

Services Provided:

  • Capacity Building of the MoE
  • Development of Guides and Support Materials for teachers, principles, curriculum officers, assessment officers, district education officers and other MoE officials
  • Develop the scope and sequence of ICT skills and competencies for each primary school grade level
  • Assessment of human resources competencies and training needs
  • Develop training plans and material
  • Provision of Training sessions
  • Appraise MoE's Education Management Information System (EMIS)
  • Upgrade MoE's IT Services including the website and Strengthened Management Information System(s)
  • Developing the ICT Maintenance Strategy
  • Developing strategies and plans for the use of ICT as an economic sector for development
